UTLX 30,000 Gallon Tank Car reskin

Affects the following DLCs: CSX Heavy Haul, NEC New York
This replaces the DTGX tank car used in the NEC and Heavy Haul.
Installation:
To install simply drop the PAK in the DLC folder normally found at
C:\Program Files (x86)\steamapps\common\Train Sim World\WindowsNoEditor\TS2Prototype\Content\DLC
To uninstall simply delete the PAK file.
